with a winter weather alert. as if sandy wasn't enough, residents in the northeast dealing with a second dose of disaster. 60,000 people lost power today again after yesterday's nor'easter and new york officials are about to make a drastic decision to curb the gas crisis. will thomas joins us now with more. >> the same region devastated by sandy last week just can't get a break, at least not yet. now a nor'easter has made recovery efforts more difficult and snowfall and outages just adds to the problem. it is so bad there is gasoline rationing in new york city and long island. i'll explain how that's working after we look at what's going on. let's roll this. sanitation trucks are clearing piles of debris on staten island, this ighborhood a full mile from the ocean dealing with 12 feet of water, 12 feet, all across the region hundreds of thousands still freezing in the dark. millions of people, yes, got their power back after sandy tore through only to lose it again from the nor'easter. it dumped up to a foot of snow in some parts of new jersey alone. lots of stories of kindness and generosity

superstorm sandy here in the northeast. new york city and long island have now joined new jersey in imposing a gas rationing system. >> incredible. >> the odd/even day rationing is based on license plate numbers. mayor bloomberg and governor cuomo say it's designed to shrink extremely long gas lines and get the fuel supply back to normal. >> poor folks. fema is sending trailers into some of the areas hardest-hit by superstorm sandy. craig fugate says they have several hundred mobile homes that are available to help all the displaced residents in new york and new jersey. he said at least 40 trailers have already been dispatched. new york and new jersey officials will determine where the houses will be placed. >>> and ten days after the storm, hundreds of thousands of people in new york and new jersey, still in the dark. on long island the power authorities' inability to get the lights turned on in flood areas has new york's governor andrew cuomo just really ticked off. listen. >> they were specialized in doing this. and we paid them and we gave them a franchise because they represented themse

christmas tree but only briefly. they got back to the job at hand. let's check in now with sandy to see what is on radar tonight. >> we have spotty showers around the bay area but what is getting interesting is the snow that has been developing. let's go to the live doppler and around the ukiah area near the clear lake north of clear lake you look very carefully we have had some pink showing up. mixed precipitation east of the ukiah area and north of lake port so the mountains there getting some colder moving in. where we are getting showers rate now. around monterey it's coming down. it's light to moderate at this hour. watsonville very light returns. we are far from through as you look at this the wider picture here look at the lightning strike that we have been seeing just northwest of the bay area. they have been basically dissipating but we are seeing some lightning strike so keep it in mine. thunderstorm possibility in the poker. sierra nevada chain control on interstate 80. highway 50 state route 4 and 88. they are getting some snow so far half foot and counte counteding.

and responsibly .. >>neil: first hurricane sandy and then a nor'easter and now how are residents coping, rick? rick: they are calling this town disgusting because until today trash was not picked up since october 27, two two days before the storm. you can seed of that, piles of trash, large construction dumpster in the drive of this home. the issue was, water was several feet high, several feet deep and you can see another example of this with the debris piled up in the first yard and you come around this way, people are now going into their homes, with dumpsters lining the drives as people try to rip out drywall, their possessions, anything that was wet has to be thrown out, mildew in the homes they want to prevent. trucks have cleared debris here for the first time since before the storm and this followed a very, very noisy meeting in town where people were yelling at county officials about the lack of power and the lack of response and the lack of trash clean up and after that meeting the heavy trucks came to this neighborhood for the first time. we spoke with a resident who is more upset

, joe. 11 days since sandy struck, and now new york city and surrounding areas are now having gas rations. every other day you can get gas depending on the last digit of your license plate. this is because of supply and distribution issues. the power is going back on in a lot of those gas stations, but these lines continue. just to give you an example in brooklyn where i live, at 2:00 a.m. when i come to work, it was still a two-hour-long line. people sitting there with gas cans waiting to get it. it's incredible that it continues now almost two weeks since sandy struck. gas rationing because of shortages in new york city. this morning temperatures continue to be very cold on the heels of that nor'easter. the snow is still on the ground. bundle up. windchills in the 20s in new england. even down to the 30s all the way down to washington, d.c. so this is it, though. we're going to start to warm it up in this region of the country. we desperately need it. it's been rough out there. it's going to be in the 50s today instead of the 40s. we should melt a lot of that snow. as we go thro
